Valérie made this tutorial on April 16, 2015. I have used PSPX5 to make my translation; you can follow this tutorial with any other versions of PSP, but the result might be slightly different.
Colors
Foreground color 1 #33cccc
Background color 2 #003399
Additional color 3 #f1f1f1
Materials
1 tube

1 mask from Linda
1 alpha channel
1 preset
1 script
1 brush

Open the tubes including the alpha layer, duplicate them and close
the originals
Double-click on the preset which will install itself
Save the mask in your PSP 'My PSP Files' in the Masks folder
Place script in your regulated script file of your PSP 'My PSP Files'
Install your brush as follows: open your PSP, search for the image
'Camille.png'
File - Export - Custom brush and name it, then OK

Prepare a Foreground/Background Radial gradient
Angle 45 - Repeats 7 - Invert checked
Open the image 'Alpha_Camille_VSP'
Flood fill with the gradient just prepared
Adjust - Blur - Gaussian blur at 30

Layers - New raster layer
Flood fill with color 1 #33cccc
Layers - New mask layer - Select mask 'LF-Mask-162'
Layers - Merge - Merge
group
Effects - Edge effects - Enhance more

Layers - Duplicate
Image - Free rotate 90 ° at right
Layers - Merge - Merge down
Effects - 3D effects - Drop shadow 1 / 1 / 60 / 1 with color black
Layers - Merge visible

Effects - Plugins - Mura'S Meister - Perspective tilling with these settings
Press the letter K on
your keyboard
View - Ruler
Move your layer down up to 500
Effects - 3D effects - Drop shadow 10 / 10 / 60 / 40 with color black

Selections - Load/Save selection from alpha channel - Select selection #1

Highlight the top layer (merged copy)
Layers - New raster (layer 2)

Image - Free rotate 90° at right
Layers - Merge - Merge down
Effects - Edge effects - Enhance more

Load, Copy/Paste as a new layer the tube Word art VSP
Effects - Image effects - Offset -200 / 0
- or if you did not succeed in importing the preset, enter these settings:

Activate the brush tool 'Camille VSP brush' with these settings:
Size 250
Hardness 100
Step 100
Density 100
Thickness 100
Rotation 0
Opacity 100
Blend mode normal
With your color3
#f1f1f1 in Foreground, place this brush
motif at the bottom right as shown in the result
Layers - Duplicate
Image - Flip
Layers - Merge visible layers

File - Script - Run and select the Script-Camille-VSP
or Image - Add symmetrical border of 3 px color 2 #003399
Add symmetrical border of 2 px color 3 #f1f1f1
Add symmetrical border of 3 px color 2 #003399
(change your colors if necessary)
Selections - Select all
Image - Add symmetric borders of 40 px with color 2 #003399
Effects - 3D effects - Drop shadow 0 / 0 / 60 / 40 with color black
Selections - Invert
Effects - Plugins - Filters Unlimited - Graphics plus - Cross shadow with
default settings

Image - Resize the Width at 900 px - check 'Resize all layers'
Adjust - Sharpen - Sharpen

Sign and Save as a jpg or File - Export as an optimized jpeg.
